बॉन्ड तोड़ने वाले डॉक्टरों पर गिरी गाज, 234 की होगी बर्खास्तगी
देहरादून। राजकीय मेडिकल कॉलेजों से पासआउट 234 गैरहाजिर बॉण्डधारी चिकित्सकों के विरूद्ध वसूली के साथ ही बर्खास्तगी की कार्रवाई की जायेगी। साथ ही अपने कर्तव्यों में लापरवाही बरतने वाले इन चिकित्सकों की सूची नेशनल मेडिकल काउंसिल को भी उपलब्ध कराई जायेगी।
सूबे के चिकित्सा स्वास्थ्य एवं चिकित्सा शिक्षा मंत्री डॉ. धन सिंह रावत ने राज्य से कम शुल्क में एमबीबीएस की पढ़ाई पूर्ण कर बाण्ड की शर्तों का उल्लंघन कर लम्बे समय से बिना सूचना के गैरहाजिर 234 चिकित्सकों के विरूद्ध बर्खास्तगी के निर्देश विभागीय अधिकारियों को दिये हैं। डॉ. रावत ने मीडिया को जारी बयान में बताया कि मेडिकल कॉलेजों के साथ हुये एक अनुबंध के अनुसार इन चिकित्सकों को एमबीबीएस की पढ़ाई पूर्ण होते ही स्वास्थ्य विभाग के अंतर्गत सूबे के पर्वतीय जनपदों में तैनाती दी गई थी। जहां पर इनको न्यूनतम 5 वर्षों तक अपनी सेवाएं देना अनिवार्य था। ऐसा न करने की स्थिति में इन चिकित्सकों को बाण्ड में निर्धारित धनराशि जमाकर एनओसी लेने के उपंरात राज्य से बाहर अथवा निजी प्रैक्टिस की अनुमति दी जा सकती है। लेकिन प्रदेश के विभिन्न पर्वतीय जनपदों में तैनात करीब 234 चिकित्सक बिना अनुमति के अपनी तैनाती स्थल से गैरहाजिर चल रहे हैं। जो कि बाण्ड की शर्तों के उल्लंघन के साथ ही अनुशासनहीनता की श्रेणी में भी आता है। विभाग से प्राप्त सूचना के अनुसार जो चिकित्सक लम्बे समय से गैरहाजिर हैं उनमें से राजकीय दून मेडिकल कॉलेज से 56, हल्द्वानी से 95 व श्रीनगर मेडिकल कॉलेज से 83 पासआउट हैं। जिन्होंने एमबीबीएस में प्रवेश के समय उक्त कॉलेजों के साथ 5 साल पर्वतीय क्षेत्रों में सेवाएं देने का अनुबंध किया हुआ है तथा संबंधित कॉलेजों में उक्त छात्रों की हैसियत संबंधी मूल दस्तावेज व चिकित्सा शैक्षिक प्रमाण पत्र भी जमा हैं।
राज्य सरकार ने इस प्रकरण को काफी गम्भीर मानते हुये निदेशक चिकित्सा शिक्षा को गैरहाजिर सभी चिकित्सकों से बाण्ड की शर्तों के अनुरूप बाण्ड की धनराशि वसूलने के निर्देश दिये हैं साथ ही महानिदेशक स्वास्थ्य को इन लापरवाह चिकित्सकों की बर्खास्तगी की कार्रवाई करने को कहा गया है। इस संबंध में सचिव स्वास्थ्य को निर्देशित किया गया है कि उक्त चिकित्सकों की तैनाती वाले जनपदों के मुख्य चिकित्साधिकारी एवं संबंधित चिकित्सालय के प्रभारी अधिकारी से भी स्पष्टीकरण मांगा जाय। आखिरकार किन परिस्थितियों में संबंधित जनपद के अधिकारियों द्वारा आतिथि तक अपने दायित्वों के प्रति लापरवाह एवं गैरहाजिर इन चिकित्सकों के विरूद्ध कार्रवाई प्रारम्भ क्यों नहीं की गई। विभागीय मंत्री ने कहा कि स्वास्थ्य विभाग सीधे तौर पर जनता से जुड़ा हुआ महकमा है, लिहाजा विभाग में कार्यरत चिकित्सकों, अधिकारियों एवं कार्मिकों को अपनी जिम्मेदारियों को समझते हुये कर्तव्यों का पालन करना जरूरी है। किसी भी कार्मिक द्वारा यदि अपने कार्यां एवं दायित्वों में लापरवाही बरती जाती है तो उसको किसी भी कीमत पर बर्दाश्त नहीं किया जायेगा।
